Internship Opportunity: Land Use Planning and Zoning: Lessons for the Ocean

Description of Work:

The Marine Conservation Initiative works to achieve resilient and productive marine ecosystems in the California Current, New England, and British Columbia through two primary strategies: Implementing Area-Based Management (ABM) with ecosystem considerations (ocean zoning/marine spatial planning) and Reforming Fisheries Management. This internship would directly inform the Initiative’s work on ABM. While there are some examples abroad, only interim progress has been made in implementing comprehensive, multiple-use ABM plans in North America. Therefore, the effectiveness of ABM plans in protecting valuable ecosystem services while also achieving economic and social goals remains to be proven. However, there is a rich history of terrestrial planning and zoning from which we can draw important lessons for the ocean. The intern is tasked to research and explore lessons learned from terrestrial zoning, such as the history and objectives of land use planning, the success of protecting ecosystem services through planning and zoning, factors influencing effectiveness (including adaptability over time), and the use of these strategies to effectively deal with public or common-pool resources. In addition, the intern may explore the characteristics of the ocean environment (physical, biological, and political) that would influence the type of planning and zoning implemented in this environment. The intern may use case studies, interviews, and site visits to inform the research. The Initiative will use the results of this research in implementing the ABM portfolio to help ensure that its work will result in resilient and productive marine ecosystems.

Preferred Qualifications/Skill Set:

-Graduate student in a relevant field (Planning, Environmental Management, etc.) preferred
-Strong interest and knowledge of land use planning
-Keen interest in developing innovative solutions to marine conservation issues
-Strong writing, oral communication, and research skills
-Ability to deduce conclusions and recommendations from complex information
-Experience working on conservation issues
-Ability to learn about and effectively communicate the Marine Conservation Initiative’s strategies to external audiences

Internship: Sustainable Finance for Marine Conservation Solutions

Description of Work:

The Marine Conservation Initiative works to achieve resilient and productive marine ecosystems through two primary strategies: Implementing Area-Based Management (a.k.a. ocean zoning/marine spatial planning) and Reforming Fisheries Management. The intern is tasked to research and explore a variety of methods and tools that could be employed by the Marine Conservation Initiative’s grantees to align economic incentives with resource conservation and promote long-term financial sustainability. The Initiative believes there are untapped opportunities to create incentive structures that promote sustainable fishing and sound marine management in the United States and Canada. The intern is tasked to research and distill emerging financial mechanisms for resource conservation for application within the Initiative, and he or she may use case studies, interviews, and site visits to inform the research. Research areas may include: catch-share programs, bycatch quotas, futures markets for fisheries, ecosystem service valuation, low-interest loan programs, and cost-recovery mechanisms

Introduction:
The North Fork John Day Watershed Council is a 501(c)3 Non-Profit organization dedicated to planning, funding, and implementation of conservation actions that enhance and sustain the health of the watershed and its communities. The watershed is 2,600 square miles of land that drains into the North and Middle Forks of the John Day River. The watershed is very rural in nature, with approximately 1200 residents, with an economy based in ranching, forestry, and hunting and fishing tourism. The John Day River is the longest un-dammed river in the Columbia River Basin. It is also the last remaining major tributary of the Columbia River managed exclusively for wild anadromous fish (no fish hatcheries).
The Council is seeking a talented, dedicated person to fill the role of Council Coordinator. Our office is located in Long Creek, Oregon.

Overview:
The Council Coordinator position is a demanding, invigorating, and highly visible position in the natural resources community of the John Day River Basin. The ideal candidate for this position should be an energetic, friendly, forward-thinking individual. The position requires vision for long-term planning and discipline for day-to-day operations. They must be able to build relationships within the community, agencies, organizations, and within the Council. The position receives little supervisory oversight, requiring initiative, experience, and problem-solving aptitude. The employee will work in an office environment about 70%, with the remaining time spent in the field. The Coordinator will strive to treat Council Projects as showcases for conservation, restoration, and community enhancement.

Responsibilities:
* Business administration of the Council, including fiscal management, office management, and policy development * Coordination and developing conservation projects, through working with landowners, identifying funding sources, and managing implementation * Intensive grant writing and research, reporting, contracting, correspondence management, environmental compliance documentation, and plan development * Collect and analyze data for implementation and effectiveness monitoring * Organize and facilitate monthly Council meetings to provide Council Members and the public with updates, reports, and budgets on organization activities. The Coordinator will also present new projects, invite speaker to present information, and discuss other events in the watershed * Attending and facilitating meetings, tours, and events within the natural resources community * Assisting the Council in hiring, supervising, and evaluating employees * Promote community outreach, education, and volunteer opportunities * Proficient in computer software, including Microsoft Office, database management, and GIS software in order to create maps and analysis for reports, presentations, and planning

Application Requirements:
Position requires at least a four-year degree in environmental sciences, biology, business administration, or related non-profit or natural resources field. Applicants must have at least three years of experience working in a non-profit or similar organization environment. Candidate must be willing to work with little supervision, in remote setting with rugged terrain and inclement weather. Overnight travel is typically 10-15 nights per year. A valid driver's license and clean driving record is required.

Compensation:
Target starting salary range: $38,000 to $45,000 annually, depending on qualifications, plus medical insurance, all federal holidays, and two weeks vacation.
